Tracks before you agree
Trackers and tracking cookies that start work before the visitor has agreed to anything.

Why it matters
A consent banner asks a question. Waiting for the answer would mean losing the most valuable seconds of the visit, when the visitor has not yet decided to leave. Leading sites begin tracking at once and record the answer when it arrives.
A visitor who never answers is treated as a visitor who did not object.
How Outhouse measures it
Outhouse never clicks anything, so every tracker it sees loaded without an answer. It counts known trackers, beacons to unlisted third parties and tracking cookies such as _ga, _fbp and IDE. Three or more scores in full.
This audit counts towards Surveillance, with a weight of 3. A category is 75% its two highest-scoring audits and 25% all of its audits, weighted, so a site is judged mostly on what it does most and partly on how many things it does.
